Master Plan: Study of municipalities in the state of Mato Grosso

Abstract

This study aims to diagnose and analyze the existence or not of the Master Plan in the 141 municipalities in the state of Mato Grosso. In addition, it will be investigated in municipalities that do not have a Master Plan, the existence or not of provision for instituting the instrument.  Furthermore, especially to present the municipalities that must urgently institute the instrument in the municipal territory.  Therefore, the methods used in the study were: documental, bibliographical, quantitative, qualitative, questionnaire, and interview research, being essential the use of websites and transparency portals of the municipalities. In this way, the results were organized, structured, and organized into graphs and tables, based on the 2020 population estimate provided by the Brazilian Institute of Geography and Statistics (IBGE). Municipalities in the state of Mato Grosso, only 56 have instituted the Master Plan, on the other hand, 85 do not have the instrument, and of these 85 municipalities, 7 are in the preparation phase. In addition, in the discussions, information regarding the current situation of the municipalities was presented through public managers (mayors and secretaries) and technical professionals (civil engineers and architects), based on the City Statute, and through a qualitative analysis of the information reported by municipal employees. Thus, the study has a regional scope on the theme "Master Plan" based on Law No. 10.257/2001, which establishes the City Statute, based especially on articles 40 and 41. Therefore, given the information shown, it is possible to understand the current scenario of the municipalities surveyed.
